Mr. Johnson is a senior policy researcher with over 22 years of experience in health, education, and welfare-based research and evaluation.  Mr. Johnson is a recognized expert in program evaluation and policy analysis, having worked with Federal and State agencies on a variety of programs. Mr. Johnson has extensive experience in the public and private sector, having held senior-level positions in the Robert Wood Johnson Foundation, the Health Resources and Services Administration, the Centers for Medicare and Medicaid Services, and the U.S. Senate prior to founding Insight Policy Research.

Mr. Johnson holds a J.D. from the University of Maryland and a M.B.A. from Loyola College.
